Unable to apply for my training program

The procedure is too difficult. I can't understand it. After creating my account, I was on able to apply for my desired program (Artificial intelligence) when ever I click it, only Google search will appear below my screen. I even when as further to upload my documents so that I find a way but no avail. My question is why is the procedure technically and why is the time frame for application too short?.
