Description of Service
The Platform provides access to job listings, internship and vocational training opportunities, CV-building tools, career guidance resources, government recruitment programs, and related informational content. MINEFOP acts as a facilitator connecting candidates, employers, and training institutions and does not itself employ candidates who apply through the Platform, except where explicitly stated for a specific government recruitment program.
User Conduct and Acceptable Use
When using the Platform, you agree not to:
- Impersonate any person or entity, or misrepresent your identity, qualifications, or affiliation.
- Post or transmit false, misleading, defamatory, discriminatory, obscene, or unlawful content.
- Use automated tools (bots, scrapers) to extract data or interact with the Platform without prior written authorization.
- Attempt to gain unauthorized access to any account, system, or data, or interfere with the Platform's security features.
- Use the Platform to solicit payment from candidates in exchange for a job offer, interview, or training placement.
- Upload malicious code, viruses, or content that infringes the intellectual property rights of others.
- Use the Platform for any purpose that is unlawful under Cameroonian law.
Violation of this section may result in content removal, account suspension or termination, and referral to competent authorities under Law No. 2010/021 on Cybersecurity and Cybercrime and Law No. 2017/010 (Penal Code).
Content You Submit
You retain ownership of the CVs, documents, photographs, and other content you upload ("User Content"). By submitting User Content, you grant MINEFOP a limited, non-exclusive, royalty-free license to store, reproduce, and transmit it solely for the purpose of operating the Platform and delivering the services you request, such as forwarding your application to an employer you apply to.
You represent that you own or have the necessary rights to the User Content you submit, and that it does not infringe any third party's rights. MINEFOP may remove User Content that violates these Terms or applicable law.
Job Applications and No Guarantee of Employment
The Platform enables you to discover and apply to opportunities, but MINEFOP does not guarantee that you will receive an interview, offer, training placement, or employment. Hiring, admission, and selection decisions are made solely by the employer, training institution, or program administrator, and MINEFOP is not a party to any employment or training relationship formed as a result of using the Platform.
Enterprises and Partner Obligations
Enterprises, training institutions, and other organizations using the Platform agree to:
- Post only genuine, lawful opportunities and refrain from discriminatory or misleading job listings.
- Use candidate data received through the Platform strictly for legitimate recruitment or admission purposes.
- Never request payment from candidates in exchange for consideration, interviews, or offers.
- Comply with the Cameroonian Labor Code (Law No. 92/007) and applicable non-discrimination and data-protection legislation.
MINEFOP reserves the right to verify, suspend, or remove any employer or partner account that violates these obligations, and is not responsible for the independent conduct of employers or partners once candidate data has been shared with them for a legitimate application.
Fees
Core candidate services, including registration, job search, and applications, are provided free of charge as part of MINEFOP's public-service mandate. Certain optional or premium features, where offered, will clearly display applicable fees before you incur any charge. You are never required to pay a fee to a candidate account solely to view or apply to standard job listings.
Intellectual Property
The Platform's design, software, logos, trademarks, and original content (excluding User Content) are the property of MINEFOP or its licensors and are protected under Law No. 2000/011 on Copyright and Neighboring Rights. You may not copy, modify, distribute, or create derivative works from the Platform without prior written authorization.
Third-Party Links and Services
The Platform may link to external websites, employer career pages, or third-party services not owned or controlled by MINEFOP. We are not responsible for the content, accuracy, security practices, or availability of any third-party site, nor for any transaction or interaction you have with a third party reached through the Platform. Inclusion of a link does not imply endorsement.
Disclaimer of Warranties
The Platform is provided "as is" and "as available." To the fullest extent permitted by Cameroonian law, MINEFOP disclaims all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, non-infringement, and uninterrupted or error-free operation. We do not warrant that job listings, employer representations, or training program details are accurate, complete, or current, as much of this content originates from third parties.
Limitation of Liability
To the maximum extent permitted by applicable law, MINEFOP, its officials, employees, and agents shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including loss of income, loss of employment opportunity, or loss of data, arising out of or related to your use of the Platform.
In particular, and without limitation, the Platform shall not be liable for any loss of data, breach of information, or security incident that does not originate directly from the Platform's own systems or from the direct fault of MINEFOP. This includes, but is not limited to:
- Breaches, hacks, or data leaks occurring on third-party websites, employer systems, partner institutions, payment processors, or any external service linked from the Platform.
- Compromise of your own device, email, browser, or accounts through malware, phishing, or social engineering not caused by the Platform.
- Loss, theft, or unauthorized disclosure of your credentials resulting from your own action, negligence, or failure to secure your account.
- Fraud, scams, or impersonation carried out by third parties outside the Platform's systems, including fake job offers or requests for payment falsely claiming affiliation with MINEFOP.
- Any information or document you voluntarily shared with an employer, recruiter, or other third party once it has left the Platform's systems.
- Interruptions, errors, or failures caused by internet service providers, telecommunications carriers, hosting or cloud infrastructure providers, or other systems outside MINEFOP's direct control.
- Force majeure events, including natural disasters, power or network outages, acts of war, civil unrest, or governmental action.
- Decisions made by employers, training institutions, or program administrators regarding your application, admission, or hiring.
Where MINEFOP's liability cannot be excluded under mandatory provisions of Cameroonian law, such liability is limited to the minimum extent required by that law. Nothing in these Terms limits liability for MINEFOP's own gross negligence, willful misconduct, or fraud where such limitation is not permitted by law.
Indemnification
You agree to indemnify and hold MINEFOP harmless from any claim, liability, damage, or expense (including reasonable legal fees) arising from your breach of these Terms, your misuse of the Platform, your violation of any law, or your infringement of any third-party right, except to the extent such claim results from MINEFOP's own gross negligence or willful misconduct.
Termination, Governing Law, and Changes
You may close your account at any time via account settings. MINEFOP may suspend or terminate access for violation of these Terms, suspected fraud, or as required by law, with notice where reasonably practicable.
These Terms are governed by the laws of the Republic of Cameroon. Disputes shall first be addressed through mediation via MINEFOP's Directorate of Legal Affairs, then, if unresolved, submitted to the competent courts of Cameroon, without prejudice to applicable OHADA arbitration mechanisms.
We may revise these Terms from time to time. Material changes will be posted on the Platform and, where appropriate, notified by email at least 30 days before taking effect. Continued use of the Platform after changes take effect constitutes acceptance of the revised Terms.
